After earning a Bachelor of Arts in philosophy, politics and law in 1998, Mr. Portnoy attended the University of Miami School of Law with early graduation in 2.5 years. In 2008, he was admitted to practice in the state of New York. He is also admitted to practice before the United States District Court for the District of New Jersey since 2005.

Fluent in both English and Russian, Mr. Portnoy is a Certified Court Translator in Russian. A member of ElderCounsel and WealthCounsel for many years, he is a Notary Public as well.
